Why are there so few nuclei to be seen in the layer of smooth muscle cells?

Well, the smooth muscle cells are coil-shaped cells, where the cell nucleus is located quite centrally and fills only a small part of the total length of the cell. In a cross-section of smooth muscle, therefore, most cells will appear to be denucleated.
